CPF Meetings and Worksops

 

The CPF is a partnership among Buyer and Seller Participants, and one of the key objectives of the partnership is to share perspectives on the challenges in developing programmatic approaches to emission reduction programs and to set key policies of the CPF together.  In this context, there is also an important role for the CPF to provide capacity building to Seller Participants to engage as members of the partnership and to enable them to meet the challenges of implementing these new approaches.   Since the CPF was declared operational in May 2010, there have been four CPF events:

CPF Organizational Meeting  
The CPF Organizational Meeting was held on May 24, 2010 in Madrid, Spain.  The Meeting provided an opportunity to launch the partnership by bringing together Buyer and Seller Participants and the Carbon Asset Development Fund (CADF) donors.  The Meeting included presentations by Seller Participants on their programs, as well as an initial discussion among Participants of the proposed CPF Pricing Approach and ERPA Term Sheet.

Seller Participant Training  
A two day training session was held for Seller Participants in April 2010 to increase their familiarity with carbon markets, the proposed CPF Pricing Approach, ERPA terms and general conditions and the CPF business process.

CPF Workshop on Coordinating/Managing Entities and Briefing for Participants  
A Workshop on Coordinating/Managing Entities was held on October 27, 2010 in Washington.  This Workshop covered management of the commercial arrangements with the CPF and individual project activities under Programmes of Activities, as well as management of the PoA business process under the CDM.  The purpose was to provide capacity building for Seller Participants to facilitate successful implementation of the CPF programs, and to provide an opportunity for sharing the perspectives of Buyer and Seller Participants on these issues.  On October 28 there was a Briefing for CPF Participants which provided guidance to the CPF Team on further development of the CPF Pricing Approach and ERPA term sheet.

CPF 2011 Annual Meeting
The CPF 2011 Annual Meeting was held on June 7, 2011 in Madrid, Spain.  The Meeting provided an opportunity to brief Participants on the status of CPF program development and to discuss issues related to the evolution of carbon markets and the CPF strategy.  The meeting was preceded by a briefing for Seller Participants on the carbon market environment and a training session on managing Programmes of Activities.

CPF 2012 Annual Meeting
The CPF 2012 Annual Meeting was held on June 4-5, 2012 in Cologne, Germany.  The Meeting provided an occasion to update Participants on the CPF pipeline, to discuss the CPF pricing approach to consider the development of programs to pilot new market mechanisms. The meeting was preceded by a meeting of Seller Participants on regulatory issues and the carbon market.

CPF 2013 Annual Meeting
The CPF Annual Meeting was held on June 3-4, 2013 in Barcelona, Spain.  The meeting included presentations by Seller Participants on the status of each of the programs in the portfolio and pipeline of the Carbon Fund.  The meeting also focused on the CPF plans for the development of new programs to pilot “new market mechanisms” under discussion in the UNFCCC. The Trustee presented the CPF Annual Report and a CPF/CADF financial report.   Participants selected the members of the Partnership Committee and were informed of a proposed amendment to the CPF Instrument.  The meeting was preceded by a session for Seller Participants on CDM regulatory issues, development in the carbon market and a training session on management of Programmes of Activities.

CPF Workshop for Seller Participants

The CPF team organized a training workshop for Seller Participants in Washington on April 1-3, 2014.  This workshop provided an opportunity to reinforce the training on CDM Operations Plans at the country level and to involve Seller Participants in sharing experiences and lessons learned from their own programs.  In addition to addressing the elements of the CDM Operations Plan, this event provided focused assistance on commercial aspects of negotiation and management of sub-ERPAs. 

CPF 2014 Annual Meeting

The CPF Annual Meeting was held on May 27, 2014 in Cologne, Germany.  The meeting included presentations by Seller Participants on the status of each of the programs in the portfolio and pipeline of the Carbon Fund.  The Trustee presented the CPF Annual Report and a CPF/CADF financial report.   Participants selected the members of the Partnership Committee. The meeting also focused on the CPF plans for the development of new programs to pilot new scaled up crediting instruments under discussion in the UNFCCC, including work underway on several potential pilot programs.  The meeting was preceded by a session for Seller Participants on the state and trends of carbon pricing and CDM regulatory issues.

CPF Side Event at 2014 Carbon Expo

The CPF held a side-event at the 2014 Carbon Expo entitled:  "The Carbon Partnership Facility: Lessons Learned for Scaling Up Carbon Finance."  The event described the work of the CPF since 2010 to scale up carbon finance, utilizing the CDM Programme of Activities modality to work with developing countries to provide an additional revenue stream for low-carbon investments. The session provided an opportunity to hear from the CPF Seller Participants -- the Coordinating and Managing Entities for the PoAs, on their experience building the programs. Perspectives from the CPF Buyer Participants and the World Bank, which manages the CPF, were also shared.
